Can Bill Collectors Keep Calling Me All The Time?

There is a collections agency that keeps calling me repeatedly bugging me for money that I obviously can’t afford to pay or I would have paid the bill already. They call me every day, and I am wondering if this is legal. I have asked them to stop calling me, and told them that I will pay the bill when I have the money, but they won’t leave me alone. I think this is creditors, and I can’t believe it would be legal. Aren’t there laws saying what bill collectors are and are not allowed to do? Where can I find out what the rules are?
