It is basically a component that applies the process of electrolysis to turn water into gas. The gas produced is hydrogen. The hydrogen is used to power the car in the same as gasoline does. The hydrogen produced by the component can be recycled. The kit uses the battery from the car to work so you do buy anything else if you run your car on water.
